Notes

Valid/Invalid votes: the Electoral Committee does not state the regional levels of valid and invalid votes These numbers are only available for the national level.  

Abroad votes: The Estonian National Electoral Commission reports abroad votes on electoral district level. As these do not correspond to the NUTS 3 structure, the number of votes cast abroad is aggregated to national levels.

NUTS structure and electoral units: Estonia has 12 (11 prior to 2003) electoral districts. These districts are subdivided into 24 areas which contains the 15 counties, the city of Tartu (linn) and the city of Tallin which is divided into 8 units (linnaosa). The electoral districts do not correspond to the NUT 3 strucutre (in some cases, counties belonging to the same electoral district belong to different NUTS 3 regions). In order to obtain NUTS 3 results, the election results from the 24 subunits has been used.
